Your email bounces back. The upload form says the file is too large. You look at the PDF, which is nine pages of what appears to be ordinary text, and it is 38 MB. Something is clearly wrong, but nothing on screen explains what.
Text is almost free. Pictures are not.
A page of typed text is stored as drawing instructions — put this character here in this font at this size. That is a few kilobytes. A scan of the same page is a photograph of it, and at the resolution most scanners default to, that photograph is several megabytes.
This one distinction explains nearly every oversized PDF. A two hundred page typed report stays comfortably small. Nine scanned pages from an office copier can be enormous. If your document came from a scanner, a phone camera or a screenshot, you already know where the weight is.
How to tell which kind of PDF you have
Open it and try to select a sentence with your mouse. If the text highlights word by word, it is real text and the file is probably not big because of the words. If you cannot select anything, or the whole page highlights as one block, you are looking at pictures of pages.
That thirty-second test tells you more than any compression tool will. It also predicts the result: image-heavy documents shrink dramatically, text documents barely move.
The two things compression actually does
The first is lossless: the file is rewritten more efficiently, unused objects are dropped and the internal structure is packed more tightly. Nothing you can see changes. On a file that was already saved sensibly, this might save two percent, and sometimes nothing at all.
The second is lossy: every page is redrawn at a lower resolution and stored as a JPEG. This is where the dramatic numbers come from, and it is permanent. The page becomes a picture. Text can no longer be selected, copied, searched with Ctrl+F, or read aloud by a screen reader. Links stop working. Form fields disappear.
Any tool that promises a huge reduction with no downside is doing the second thing and not telling you. Check whether you can still select text in the result — that one check reveals what really happened.
Getting a scan under an email limit
When compression is the wrong tool entirely
If a text document is somehow still huge, the weight is usually embedded fonts or file attachments rather than anything a compressor can reach. If a report is large because it genuinely contains a hundred photographs and the recipient only needs to read the conclusions, sending the relevant pages is better than degrading all of them. And if the file is large because it is long, a shared link beats an attachment every time.
The other honest answer is scanning at a sensible resolution in the first place. Most office scanners default to a setting far higher than a document needs. Dropping to 200 or 300 dots per inch for text produces files a fraction of the size that are indistinguishable when read or printed.
